Retired Davao City police, SPO3 Arthur Lascañas changed his earlier statement this Monday, February 20 via a press conference with FLAG (Free Legal Assistance Group). This time, he claimed that the so-called Davao Death Squad (DDS) is for real, and that President Rodrigo Duterte paid him when he was still the city mayor. “Totoo po ang existence ng Davao Death Squad o DDS. Siya ay miyembro namin at isa ako sa pasimuno dito. Ito ay binabayaran kami ni Mayor Duterte, kadalasan P20,000 or P50,000 at depende sa staus ng target, minsan P100,000. Ako ay tumanggap ng allowance sa office of the mayor, P100,000.” SPO3 Lascañas said in front of reporters.
“Ito po ang umpisa, sa lahat ng ginagawa naming pagpatay sa Davao City, ilibing man o itapon sa laot, ito po ay binabayaran kami ni Mayor Rody Duterte,” The former cop added, who was accompanied by FLAG national chairman Jose Manuel Diokno and Senator Antonio Trillanes IV, who is known for being a huge critic of President Duterte.
Lascañas claimed that the name of DDS got it from an incident when they killed a certain Allan Tancho during a drug raid inside his own house. He said he left the corpse with a note with “Wag pamarisan – Davao Death Squad.” The self-proclaimed DDS member added that Duterte ordered the bombing of a mosque in Camamara Wa-An Davao City.
Apparently, this is the opposite of what SPO3 Lascañas said during the Senate inquiry back in October 2016. That time, he said he knew Edgar Matobato, who also claimed being a former DDS member. The ex-cop said they both sold land properties together. However, he denied the latter’s claim that he was the team leader of the said death squad.

Meanwhile, Diokno said that it is the duty of the authorities to further investigate on this matter. As of posting, President Duterte has not yet commented on the change of statement by SPO3 Lascañas. Nevertheless, Senator Leila de Lima has not found any evidence of the DDS when she was still the secretary of the Department of Justice (DOJ).
