PhilHealth issued a statement this Monday, April 25 about its tracking of members in Region XI (Davao Region). This is after LP standard bearer Mar Roxas challenged Mayor Rodrigo Duterte during the 3rd PiliPinas Debates 2016 to withdraw his presidential bid if he can prove that Davao City residents are also PhilHealth beneficiaries.
“As of December 31, 2015, total membership count is at 4,499,537 inclusive of qualified dependents of principal members from Compostela Valley, the City of Davao, and the provinces of Davao del Norte, Davao del Sur, and Davao Oriental. A statement reads at www’gov.ph, signed by PhilHealth President and CEO Alexander A. Padilla.
“Of this membership figure, 1,420,415 or 32 percent of members come from Davao City, while 957,373 or 21 percent come from Davao del Sur. Some 951,755 are from Davao del Norte, 666,259 are from Compostela Valley, and 503,735 are from Davao Oriental.” PhilHealth added, noting that the agency paid a total of P6.2 billion to Region XI.

“In Davao City alone, total benefit payments for the same year reached P2.8 billion. These payments are for various health insurance benefits such as inpatient, outpatient, and catastrophic benefit packages provided to PhilHealth members and dependents by the 232 accredited health care institutions and 1,454 accredited health care professionals in the region.” PhilHealth explained further.
On the last part, PhilHealth emphasized that Davao City, is currently experiencing the impact that the NHIP (National Health Insurance Program) of the government, and that the agency will continue to expand the program until every Filipino here and abroad can benefit from it, and to protect them from the increasing cost of medical care.

In line with this, a group of supporters of the Liberal Party (LP) posted a link to the official website of the Philippine government where a long list of names of the 378 Davao beneficiaries of PhilHealth can be found. It also include their address and the amount of the financial assistance they received from January to March 2016.
But while the said list is legit, the link shared at Daang Matuwid ni Mar Roxas Facebook page contains names of beneficiaries from Tagum City, Davao del Norte. And yes, Davao City is not and was never a part of Davao del Norte. For the record, Davao City is grouped with Davao del Sur but it has a separate government.

Nevertheless, we just don’t know if the said error is simply an honest mistake or a product of ignorance about Philippine geography.
