Former Bayan Muna Rep. Teodoro ‘Teddy’ Casiño is being eyed to be among the cabinet members of incoming President Rodrigo Duterte. This is after the latter was said to have been pleased with the list of ten names of recommended candidates submitted to him by the National Democratic Front of the Philippines (NDFP), including four women.
According to Radyo Inquirer report this Friday, May 27, the Communist Party of the Philippines (CPP) initially submitted the list to the NDFP before it was eventually given to President-elect Duterte. This in line with the earlier statement of Duterte that he is willing to offer cabinet posts to leftist groups, as part of his “healing” process agenda.
A source told the paper that among those names are former Anakpawis Rep. Rafael Mariano, former Solicitor General Silvestre Bello III, Bayan Muna Rep. Carlos Isagani Zarate and former University of the Philippines professor Judy Taguiwalo. However, some sources said that Zarate backed out, and was replaced by Teddy Casiño.

Mariano became a member of the House of Representatives from June 30, 2004 to June 30, 2013.On the other hand, Zarate was the Secretary-General of the Union of People’s Lawyers in Mindanao, Vice-President for Mindanao of the National Union of People’s Lawyers (NUPL), and a coordinator for the Free Legal Assistance Group (FLAG) in Davao City.
Taguiwalo, who retired as UP professor in 2015, claimed to be among the victims of Martial Law under the Marcos regime, and was an active member of SDK (Samahan ng Demokratikong Kabataan). Bello, who served as Solicitor General from 1996 to 1998, was Secretary of Justice (1990-1992), as appointed by late President Cory Aquino.

Casiño, who was born in Davao City, became an active member of the Kilusang Mayo Uno (KMU) and the Bagong Alyansang Makabayan (BAYAN). He served as Bayan Muna representative in Congress partylist from 2004 to 2013. He ranked 4th most prolific congressman in the 15th Congress, and ran for senator in the 2013 elections but lost.
In an earlier interview, incoming President Duterte said that he is reserving four departments to the CPP. They are the Department of Labor and Employment (DOLE), Department of Agrarian Reform (DAR), Department of Environment and Natural Resources (DENR), and the Department of Social Welfare and Development (DSWD).
